The MASTER directory

The program checks this directory each time it starts up.  As long as the program is launched in a valid start up directory, containing cityid.txt, it will start by copying all the files and sub-directories into the current directory.  Once the copy is complete, the current program version is noted in the local imw.ini file.  The entry is made in the [general] MasterVersion key.  In the future, if this version matches the program version, no checking or copying is performed.
