Modify

This option allows a user to modify the password and attributes of another user.  Another user's password may not be viewed, but it may be changed.

Note: The security privileges of the current user determine the attributes that they may assign to the added user.  (I.e. A user with read only access may not create or promote another user to have write access to the database)
