IMW starts ArcView and waits until ready

Prior versions used a countdown timer while waiting for ArcView to load.  This could cause excessive delays, or could cause Intersection Magic to start communicating before ArcView was ready.  This situation has changed and Intersection Magic now waits exactly as long as needed for ArcView to become ready.
