How do make a specific filter the default?

A default filter can be used for any reporting or diagramming features of the program.  To set the default filter, go to the Utilities / Configuration defaults / Settings menu options.  Click on the filter button, and set the filter you wish to be the default.  For more information on filters see Filter of the Tutorial, or the Filter expression box.
