Date selection dialog

Fortunately, we didn't have much to do with regard to y2k issues, but we did take the opportunity to clean up anything that might look funny in the date system.  Check out the new date range dialog box.  It is different, but contains familiar and handy features.  It also shows some assumptions being made by the program when handling date values that do not contain a century.  Also, this new dialog box fixes the problem Windows NT users have had with selecting date parameters in the list boxes.
