"Most popular name" used in report

When producing a high accident location list, the program must resolve all crashes at each location based on the street name aliases.  This can result in some intersections that are named in an unintuitive manner.  The program resolves this by keeping track of the most frequently used name in the dataset when counting crashes at that location.  It is this name that is used in the high accident locations list.
